Add installation, inference instructions and citation

Hi! I'm Niels, part of the community science team at Hugging Face.
This PR improves the model card for HiAR by:
- Adding installation and quick-start inference instructions from the official repository.
- Documenting the pipelined parallel inference feature.
- Adding the BibTeX citation for the paper.
- Adding relevant tags to the metadata for better discoverability.
These additions will help users get started with the model more easily. Let me know if you have any feedback!
