EasyOCR: Vulkan detect band lowered to H,W in [320,1280]

The H floor of 800 was inherited from the legacy bucket set, not a Vulkan
limit, and forced short pages to run at ~1.9x the pixels they needed on the
slowest detect in the family. Re-exported all 8 languages; XNNPACK and
CoreML artifacts are unchanged.
